The City of Tshwane is the second largest municipality in Gauteng. Tshwane has put itself in Africa's leading capital city for its excellence. This city is also among the six biggest South African metropolitan municipalities. According to Kgosientso Ramokgopa, the Executive Mayor of Tshwane, "currently the City of Tshwane is facing the three key challenges for which the country is confronting. These challenges are poverty, unemployment and inequality". To overcome the challenge of unemployment the city of Tshwane will create 10000 jobs for young people in the current financial year.


Job Wanted

This entrepreneurship programme is called “Tshepo”, which means “hope” in Sesotho language. Total value of this entrepreneurship programme is R1.8bn and this will be funded from the city’s operational budget. According to the 3rd Quarter Labour Market Survey of 2012, about 3.3 million south african people between the 15 to 34 years age group are unemployed. Among these the people between age group of 15 to 20 years should be at school and young people between age group of 21 and 35 years will take benefit of this Tshepo programme.


The search to cope with the youth unemployment, this programme is intentionally adopted with three intervention strategy : skills development, entrepreneurial assistance as well as job placement initiatives. Institutions of higher learning of this city will educate candidates in areas where there is huge spending, like infrastructure maintenance and services.


The application form distribution process started with Regions 1 and 2 on 29 to 30 July 2013, Regions 3 and 4 on 31 July to 1 August 2013, Regions 5 and 6 on 2 to 3 August 2013 and Region 7 on 4 to 5 August 2013. In this Tshepo programme, selected candidates will have to attend strict training at the University of Pretoria (UP) and the Tshwane University of Technology (TUT) that will empower them with the essential skills and knowledge. This will give ensurity that candidates are eligible for procurement projects.
